MEMO TO KOGI HOUSE OF ASSEMBLY ON PUBLIC HEARING ON PROPOSED MOTION TO PAY GRATUITY TO FMR. LOCAL GOVT. CHAIRMEN AND OTHERS

GOVERNMENT CHIEF EXECUTIVES, VICE, LEADERS OF THE COUNCIL AND THE DEPUTIES

I hereby write as a citizen of Nigeria and a true son of Ife-Olukotun a town in South East district of Yagba East LGA to show my dismay and fear for the future of Kogi State in respect of the above subject matter, at a time like this, when the moribund LGAs in Kogi State are just trying to find their feet from either unpaid allowances or other forms of maladministration, amidst several cases pending before the EFCC, ICPC and other anti-graft bodies arising particularly from the immediate past LGA administrations.

From the content of the subject, it thus appeared that the following have not been taking into consideration, that:
1.                 Each of the 21 LGA will be catering for at least four (4) persons per every three years at minimum, if no impeachment is recorded within the next ten years and that in another three sets, the LGAs will be talking of God help us at least 252 people on that uneconomically viable adventure!

2.                 The financial implication in ten years time could have come to Two Million Naira (N2m) multiply by 252 people, given a whooping sum of half a billion from the lean purse of the State at the expense of the good people of Kogi State and their development, vice a vis their security.

3.                 It is most unfortunate too, that those who don’t understand that, the law is irespecta of no person or persons will want to see it as from 1999 to date and ahead, kindly ask your self what we are talking about: 21 LGA x 4 x  4 sets which gives rise to 336 people plus the projected ten years, meaning that by 2020 when other States are keying into the BEST ECONOMY plan, our State will be coughing out over a billion naira on the evil design called “grant” as captioned above. Please, note, the LAW can’t be IN RETROSPECT, it’s not a decree.

I will like to ask the following questions pertinently:
A.      Is a Chairman or any other political office holder expected to be JOBLESS before coming into office? If NO, then can’t he or she develop his or herselve with the improvement in salaries, allowances over where he or she is coming from? Can’t he or she settle himself from his or her pay off from his or former place of work? And if he or she is a business person or artisan, can’t he or she expand his or her business from such proceed and then the SEVERANCE ALLOWANCE? If the answer to this (A) is YES then we are only building criminals into our public offices and that will kill the already moribund system.

B.   The least paid amongst these people are the Council deputies and am sure they earn about Three Hundred Thousand (N300,000) in a month, meaning N3.6m in a year x 3 yrs, given N10.8m plus the severance allowance that will be paid, are you saying it is not enough to do a responsible investment for any responsible person, when some people turn around ordinary Five Hundred Thousand Naira (N500,000)?

Sincerely, if these public office holders can not turn around these sums of money for good in preparation for when they will go back to their business and other undertaken then they are not fit to lead, it means they will only squander and loot our resources, so in the first instance they have no business being there.

At the end of their tenure in office, they should be employers of labour, a Chairman would have come through the sum of over N32m in three years… this is absolute madness and an insult on the people, injustice on democracy and disgrace to politicians, I have often said and will repeat, permanent politicians are nothing but thieves and we should not have them as politicians, politics is not a career, is what you devote time out of your schedules to do and be in a hurry to return back to your chosen field, except the Churchill type, too bad.

(i)      HISTORICAL
It is funny, because, whoever is pushing this bill is deaf or can not be a former Chairman or Council officials who sang misused Zero Allocations to us (apology to zero budgeting) all the time, so do they want the LGA they left in penury and shambles to pay from minus zero allocation or go and get loan to service them, they cried they could not pay salaries well and as at when due, wonders shall never end!

(ii)     DOUBLE GRATUITY /GRANT or WHATEVER IS CALLED
Those who are already pensionable, or gets something from their former place of work will now be collecting from two sources or what? Or you will excuse them and pay those who are not already collecting from somewhere, this way looting continues

(iii)    HEATING UP THE POLITICAL SYSTEM
This approach if adopted will only heat up the system as more people will want to get to the LG level to become Chief Executive Officers, impeachment will become rife, even the Council Leaders and deputies could be randomly removed at the slighted provocation and they must be paid too, the proposal probably does not exempt impeached officers! So where are we going…

Prayers
That:
1.                 The idea must be thrown into the trash can and such fund CHANNELED to food security if available. (AU, UN, NEPAD, EU, etc)

2.                 We should embrace the principle of reducing poverty as proposed by NEPAD, the New Partnership For Africa’s Development developing our Human Capital.

3.                 Our State set example and take the lead in making laws that will allow credible people with “experience” and something worthwhile doing to get to public office rather than drop outs, half-educated and not-to-do well people, who will want to continue to feast on our economy.

4.                 We should not make our State a laughing Stock in the committee of States.

5.                 The State should not expose itself to unnecessary legal tussles that will greet such unholy adoption of a satanic proposal.

6.                 Outgoing Public Office Holders be trained and properly schooled on how to invest for the days ahead via a workshop, so that they can become employers or labour or increase their staff strength thereafter contributing to addressing employment crisis in Nigeria.

7.                 They should be paid their SEVERANCE ALLOWANCE with their LAST SALARY while leaving office; this will make it handy and make it applicable.

Thanks for showing interest in our project.
We started this campaign exactly on 29th day of May 2009 with what we call a Green Paper Declaration, in the 4-page paper we stated what we intend to do if it pleases God to put us in that office where we hope to make a very strong statement, we have itemized in priority form what we want to do:
1.         HEALTH: (focus on Primary health care, medical personnel’s' quarters, laboratory and drug-stop shops)
2.         WATER: (borehole industrial, water tanker services and dam water treatment chemical support and dam extension scheme collaborating FG and State Govt.
3.         AGRICULTURE with emphasis on storage facilities particularly grains hoping to do a Semovita industry
4           EDUCATION: with focus on introduction of informal education to secondary pupils in SS1-SS3 where 2-3hours is set aside for them on weekly basis  to go and learn a trade locally, equipping the libraries, removing magic centres through extra training sessions via enforcement of due registration of students and  infrastructural update and emphasis on return of sport recreation facilities   
5          JOB ROAMING AND INFORMATICS to train youths and graduate on GMAT, interview tricks and support them to access job information and using our S.S Job to push them to success- we intend to run a database on applicants
 6         SECURITY AND COMMUNITY NETWORKINGS via paid-up phone lines and residency forms to safeguard our people from the likely ills of the new Iyamoye - Jege Road that will connect Isanlu eventually.

So far we have had the privilege to demonstrate our claim, moving it away from promises, we have started doing some of what we claim we can do- for instance we have donated drugs and bed sheets to General hospitals in Isanlu, Ife-olukotun and Iddo health centre, we have trained about 350 people so far in Oke-Oyi and we are about hitting Isanlu to make it 500.
We also have by the grace of God  organized a Yagba-East Unity cup kicked off by all the traditional rulers in their domains, we have constructed the first ever roofed: 6-shed store wood in Awara market in Ife-olukotun in a market of over 500 yrs, we have donated mathematics and English 5 segment CDs to all the secondary schools in Yagba-East, an office donation to PDP in my ward, and by the grace of God have toured about 23 States of the federation  trying to meet with people of Yagba-East
 These little God has helped us to do, with some few more ones, we already have even a blue print on these which we believe the career officers can join us to make a white paper from. This does not exclude the IGR redefinition and IT driven administration
I can also tell you that we set for ourselves a low target of 50 million at minimum monthly and we expect to drive a strong IGR in 6-7 months of our stay in office when people must have started reaping from our trees, its is our plan to then have close to 45% self driven value for monthly expenditure
  somebody once asked us this question:
 How do you intend to deal with the issue of the State government  slashing the LGAs federal allocation and handing out peanuts barely able to fund the running cost of the LGA ?
IF YOU ARE A SERIOUS LG, THEY WILL NOT TOUCH YOUR MONEY, supposing they started by touching it and you went ahead doing great jobs and keep calling them to come and commission this and that, they will have a rethink, am sure the Governor will look elsewhere, maybe from those that are not working to balance the equation from hence he will stop taking from my people's own, seriously speaking, they do this because the LG are vision-less most time.
……Sorry sir it is not an issue one can handle with force it is more of relationship and of how well the Governor sees you as a serious man with your peoples fund because they are also watching you and they know what you putting in your "pocket" so why wont they ask it for their "pocket" don’t they have a pocket? of course they do in fact a bigger one! So we are talking of service to humanity which pays off on a long run than stealing on a short term and suffering on a long run
